ELIGIBILITY CONDITIONS
The tendered
should:-
Be any person,
registered trust, registered firm, registered co-operative
society, private limited company/ public limited company /
partnership firm registered in India.
Be legally
competent to enter into contract as per prevailing laws.
Be financially
sound.
The bidder/
tenderer should provide documentary proof that he has access to
or has available liquid assets. Unencumbered real assets, line of
credit and other financial means to meet the reserve price.
The St. George
Forane Church may also consider a bid submitted by a consortium
of persons. It is, however, make clear that there should be no
change in the consortium structure during the finalisation of the
tender right upto the stage of deposit in the bid amount with St.
George' Forane Church . If there are any changes in the
consortium structure the St. George' Forane Church reserves the
right to cancel the same. However, the financial arrangements
between the parties should be specified in the tender documents.
No bid by a consortium/ partnership/ company shall be entertained
if in the opinion of the Assets Sales Committee (ASC) it has lead
to reduction in competition. Tender once submitted will not be
returned and it will be the property of the Church.
2.
Inspection
Bidders will
be allowed to inspect the assets and other related documents on
stipulated date or dates in the presence of officials of St.
George' Forane Church to enable them to do their due diligence.
3.
Clarification
A prospective
bidder/ tenderer requiring any clarification of the bid document
may contact church office during office hours.

Schedule
Date of
Publication in news papers : 13/10/2007
Last date of
purchase of tender documents : 7/11/2007
Last date of
submission of tender document : 10/11/2007 at 10.00am.
Opening of tender
document (first cover) : 10/11/2007 at 10.30am.
The time schedule
can be changed at the discretion of the St. George Forane Church.
5. Opening
Tender
Tender (first
cover) will be opened at the office of St. George's Forane Church
on 10/11/2007 at 10.30am. Second Cover will be opened only after
the clarify of the 1st Cover.
6. Earnest
Money Deposit
The bidder should
deposit Earnest Money Deposit (EMD) 5 Lakhs by
means of bank draft on a Natioalised Bank or Scheduled Bank in
favour St. George's Forane Church Edapally payable at Ernakulam.
The EMD should be in a first cover marked "Earnest Money
Deposit" for Purchase of Land at Palarivattom Bye pass
Junction. This amount shall be forfeited if the party whose
offer/ bid is finally accepted, defaults in making the balance
payment in terms of the conditions of sale including failure to
complete other sales formalities within the due date. If,
however, the sale is completed within the specified time limit,
the EMD shall be adjusted towards the final sale price. In case
of unsuccessful bidders, earnest money will be returned within 10
days of the opening of the tender. No interest will be paid on
the EMD.
7. Procedure
for selecting successful tenderer
a). The sealed
first cover offers will be opened in the presence of the
participant and Assets Sales committee. The offers shall be
opened in the presence of authorized representative of bidders
who may remain present and their presence shall be recorded with
their signatures. All original documents will be signed by
members of Assets Committee in whose presence the tenders are
opened.
Soon after opening
the bids ASC shall prepare a comparative chart of the offer
received and along with all relevant details, placed the same
before ASC. The meeting of ASC should be held preferably within
7 days after the opening of the tenders, so as to take
expeditious decision on disposal of properties.
After opening of
the sealed offers in case highest valid offer is found to be
lower than the 'Reserve Price', the Asset Sales Committee will
give all the valid tenderers opportunity to improve upon their
offers and such revised offers shall be submitted in sealed
covers the same date and time fixed within 15 days of the opening
of the original tenders. Such revised offers will be opened on a
notified date, time and place by the ASC and atleast one other
member of the ASC as mentioned in para a). above in the presence
of the representatives of the tenderers. In such a case, the
tenderers would be only allowed to increase their offer and shall
not be allowed to reduce the same. In case any offer is lowered,
the EMD paid with the original offer shall stand forfeited. In
case no revised offer is received from a tenderer it will be
presumed that the original offer is final offer. A 'Comparative
Chart' of the offers shall again be prepared by the ASC and put
up to the ASC decision. In case there is any no upward revision
of the offers the matter will be placed before ASC to decide
about further course of action.
All
Tenderers shall keep their offer valid for acceptance by St.
George Forane Church: for a period of 30 days from the date of
opening of financial Bid. If any tenderer withdraws his offer
with in the period of 30 days, EMD paid by him shall be
forfeited. |
